Charley Connelly discusses the cleaning process of the lands of Vieques used by the Navy for bombing range and now administered by Fish and Wildlife, even though the land still belong to the Navy. He talks about the paternalism of San Juan's government in relation to Vieques. He question the San Juan attitude of coming to Vieques to teach Viequenses about development. He also describes Navy bureaucracy in the context of community participation different committees discussing the Vieques land cleaning processes.
