Carlos "Taso" Zenon compares civil disobedience by sea and by land. He talks about the 1979 fishermen struggle by sea and contrasts it with the strategies used by him and his sons in the Monte David Civil disobedience camp, established in 1999. He shares his dream for the future development of Vieques: a university that would allow the Vieques youth to stay in the island after high school. To combat land speculation, Zenon proposes various strategies of civil disobedience and land rescue, including invading the homes of land speculators from the United States.
