They explained why they did not support the Sept 11, 2001 moratorium and why they prefer to work as family rather than collaborate with other organizations. Fish and Wildlife is described as the continuation of the Navy in Vieques, a reason for which the Zenon family avoids entering in any negotiations with this federal entity.
