Charley Connelly discusses the role of protest in Vieques and questions its efficacy based on the isolation of Vieques from San Juan. He describes the role of Vieques as token of negotiation of the US and Puerto Rican government. He denounces a sort of paternalism among San Juan administrators coming to Vieques with the intention of solving Vieques problems without the input of the community. He also talks about the problems of the maritime transportation system serving the islands of Vieques and Culebra.
